District Transparency
Pursuant to Government Code Section 7910: The Board of Directors shall publish the notice of documentation used in the determination of the fiscal year 2026 appropriations limit has been available to the public for 15 days before the Board of Directors determination in this matter.
• Under Article XIIIB of the Constitution of the State of California, the Highlands Recreation District (“District”) may not appropriate any proceeds of taxes in excess of its appropriations limit (Limit)
• Since fiscal year 1979 the District is permitted to annually adjust its Limit in accordance with inflation and population adjustment factors
• Pursuant to Government Code Section 37200, the calculation of the Limit and the total appropriations subject to the limit are hereby set forth for the District for Fiscal Year 2026.
• Pursuant to Government Code 7901 and 7910, the calculation of the Limit has been determined, and the adjustment factors on which the calculation is based are a change in California per capita income and a change in the population growth for unincorporated San Mateo County
This notice is hereby given that the Board of Directors of the Highlands Recreation District will review, consider and adopt the Highlands Recreation District Appropriations Limit for Fiscal Year 2026–2027 at the following date, time, and location:

Location: Highlands Recreation District, Multi-Purpose Room

Members of the public are invited to attend and provide comments. The proposed Gann Appropriations Limits for Highlands Recreation District will be available for public inspection beginning September 29, 2026, during normal business hours at the District Registration Office or online at highlandsrec.ca.gov.
